The NOFO establishes a two-track application structure:

• Track 1: competitive applications – tax-exempt bonds with NH Housing-administered capital subsidy for either twin or phased proposed projects.
• Track 2: non-competitive applications – tax-exempt bonds without NH Housing-administered capital subsidy.

Unless otherwise expressly stated, all provisions of this NOFO apply to both tracks. Track 2 applications are not evaluated competitively (scoring criteria) unless tax-exempt bond capacity becomes constrained, in which case NH Housing may apply scoring to determine funding decisions.

Eligible applicants are qualified housing developers seeking tax-exempt bond financing paired with 4% Low-Income Housing Tax Credits (LIHTC) and, for Track 1, NH Housing capital subsidy (subordinate debt).

NOFO RELEASE DATE: July 8, 2026.

APPLICATION DEADLINE:

Track 1: Applications must be received by NH Housing no later than 4:30 p.m. Eastern Time (ET) on September 1, 2026.

Track 2: NH Housing will no longer accept applications for tax-exempt bonds (paired with 4% LIHTCs) on a rolling basis, and will only accept applications according to this schedule:

Located in the heart of Manchester, the Residences at Chestnut includes thirty PBV-VASH units funded by New Hampshire Housing. The property provides veterans with convenient access to local businesses, services, and public transportation. With the new HUD award, NH Housing now administers a total of 227 HUD-VASH vouchers, including the newly awarded twelve, facilitating stable housing for eligible veterans.

The HUD-VASH program combines rental assistance vouchers from HUD with comprehensive case management and supportive services provided by the U.S. Department of Veterans Affairs (VA). NH Housing collaborates closely with its VA partners, including the Manchester VA Medical Center (VAMC) and the White River Junction VAMC, to process referrals and allocate vouchers to ensure veterans receive safe and appropriate housing in the private rental market.

Twenty-eight eligible veterans have successfully leased units at the Residences at Chestnut, with an additional two veterans expected to lease up by July 15, achieving full occupancy of all thirty PBV-VASH units. Each veteran works with HUD-VASH case managers to develop individualized Housing Stability Plans tailored to their unique needs and goals. These plans provide essential supportive services, including assistance with understanding lease obligations, developing budgeting skills, establishing healthy boundaries, and maintaining long-term housing stability.

The purpose of this study is to help municipalities, land trusts, housing developers, planners, and state agencies advance integrated solutions that both protect farmland and create housing opportunities.

The project must be completed by June 30, 2027. Cost estimates are not to exceed $50,000. Any variances in either the timelines or the cost must be agreed on by both the workgroup leads and the consultant.

On June 10^th, nine professionals from across the Granite State who work with homebuyers successfully completed the 2025-2026 New Hampshire Housing Homeownership Fellows program. This prestigious program provided participants with a unique opportunity to explore the mortgage finance system and engage in workshops on housing and public policy, economic development, state government issues, and New Hampshire Housing’s homeownership programs.

A highlight of the Fellows program was a visit to Washington, D.C., where participants met with members of New Hampshire’s Congressional delegation and engaged with representatives from the National Council of State Housing Agencies, Fannie Mae, Freddie Mac, the National Association of Realtors, the Mortgage Bankers Association, and the Consumer Financial Protection Bureau. Throughout the program, Fellows also met with local and state government officials to gain a broader understanding of how housing policy, market conditions, and community needs intersect from the national level to the local level.
